A developer can find all the available web-items, web-panels and web-contexts in Atlassian applications.

No; only developers can use this app.

No; Web Fragment Finder for Confluence app is not compatible with Data Center.

Install the plugin instances that were started with atlas-run.
Add ?web.items&web.sections&web.panels to the query string.

In some cases, the host app strips out the query string. For these cases, simply go to the Configuration page (available through the Hidden Webfragments link in the top bar) and turn the relevant query strings on.
